To further optimize the business environment of Shanghai Port and improve the efficiency of port and shipping companies, the Shanghai Maritime Safety Administration issued a "Notice on Optimizing the Procedures for Opening Accounts and Changing Information in the Shipborne Dangerous Goods EDI Declaration System" on February 9, 2026. Changzhou Jiayuan Chemical Co., Ltd. reminds its customers and partners to promptly understand and follow the new procedures to avoid affecting the declaration of shipborne dangerous goods and container loading reports.

According to the notice, effective immediately, the Shanghai Maritime Safety Administration will uniformly accept applications for account opening and information changes for the shipborne dangerous goods EDI declaration system through the "China (Shanghai) International Trade Single Window" (hereinafter referred to as the "Single Window"). The original "Chemicals Management Service Platform" will no longer accept related applications.

Units that already have a "Single Window" account can log in directly without registering a new account. Application materials submitted through the "Chemicals Management Service Platform" before the date of this notice will still be verified by the Shanghai Maritime Safety Administration in the original manner; no further submission is required.

Furthermore, the notice clarifies that, effective immediately, for small, mobile tank containers transported via containers, the mobile tank container inspection certificate can be used as proof of packaging inspection compliance, allowing for direct processing of relevant declarations or reports. To standardize and facilitate the reporting of container loading operations for shipborne dangerous goods, all loading units are requested to supplement and improve their operational information and upload relevant supporting documents on the new platform by March 31, 2026.
